No. The full directory works in any browser. The free app adds the toolkit (marine conditions, water levels, flotilla tracking, and waypoints) when you're on the water.

We seed listings from public data, so many marinas and charters are already here. Operators can claim their listing (or add a new one if it isn’t here) free, then subscribe for a booking-ready website and operator cockpit.

Partly, and we would rather be straight about which parts. GPS tracking and waypoints keep recording with no bars at all, and everything you log syncs when you return to coverage. Map tiles you have already loaded stay on screen, but there is no download-this-area button yet, so water you have never opened will not draw. Downloadable maps are on the way.
